Many people are aware that the British Government propose to achieve a zero carbon goal in three steps: moving first, in 2010 to a 25 per cent improvement in the energy/carbon performance set in building regulations; then second, in 2013, to a 44 per cent improvement; then, finally in 2016, to zero carbon.
Zero carbon means that over a year, the net carbon emissions from all energy use in the home will be zero. This can be achieved in a variety of ways, but the main way the government is pushing for is to have energy efficiency measures built in at the planning stage of all new properties.
